The National Strat-O-Matic Hockey League Newsletter League Established May 1, 1997 Volume #10, Issue #21 - July 15, 2007 ************************************************************************** Current League Officers: Commissioner: Doug Norris Vice-Commissioner: Brian Leahy (7/15/07 to present) Email the whole league: mailto:nshl at yahoogroups dot com NSHL Chat List: mailto:nshlchat at yahoogroups dot com Web Page Administrator: Brian Leahy League Web Site: http://www.geocities.com/nshlweb Files Adminstrator: Brian Leahy / Tom Vinacci League Files Site: http://www.highrantdistrict.com/SOM/NSHL Team Websites: Capital City Cougars: http://members.tripod.com/~CapCity/ Seattle Rainiers: http://math.colorado.edu/~norrisdt/rainiers/rainiers.html ************************************************************************** BEGIN NOTES: We have a new vice-commissioner and several new parts to the Constitution! Other than that, I hope that you're all enjoying your summers and are eagerly preparing for the draft. Keep reading for the results! ************************************************************************** NEW VICE-COMMISSIONER! Please welcome Brian Leahy to his new role, that of vice-commissioner of the NSHL. Although I won't release the exact vote totals, Brian won a highly contested ballot with Junu Kim for the position. An original member of the league (and the first winner of the coveted Farley Cup), Brian's enthusiasm and passion for both the NSHL and for Strat-o-Matic hockey will make him an excellent vice-commissioner. Congratulations to him, and thank you to Junu and Chris Malitsky for their bids (hopefully both will continue helping the league with their high levels of both breadth and depth). ************************************************************************** 2007 CONSTITUTIONAL BALLOT RESULTS: The future of the NSHL will include two drafts per year, but that future will not be immediate. So sayeth the league membership, who voted (barely) to pass the dual draft proposal but also voted (barely) to not pass the 2007 implementation of the proposal. The league also voted to include the Goldberg passing chart and optional penalty rules, both of which have been implemented in the new version of Strat-o-Matic computer hockey. The NSHL also voted to allow the commissioner to levy draft choice penalties for owners who overuse their players in the previous season. (Although I have not yet talked to owners who overused players in 2006-07, this proposal will not take effect until 2007-08. However, I still will be talking to each of you. Rest assured.) Finally, the league voted to count playoff games that do not occur due to a team winning a series quickly as off days for purpose of determining a goaltender's fatigue (something I've been doing in an ad hoc fashion already). Thank you to all of you for voting! Vote totals that follow are of the form PASS/FAIL, followed by the number of yes-no-abstain votes, and the percentage of non-abstaining votes cast in favour of the amendment. A minimum of two-thirds of all non-abstaining votes are required to vote "yes" in order for an amendment to pass. AMENDMENT ONE (Dual Drafts): PASS (14-6-4, 70%) AMENDMENT TWO (Implementation): FAIL (12-7-5, 63%) AMENDMENT THREE (In-Game Usage): FAIL (10-10-4, 50%) AMENDMENT FOUR (Postseason Fatigue): PASS (17-4-3, 81%) AMENDMENT FIVE (Goldberg passing rule): PASS (18-1-5, 95%) AMENDMENT SIX (Penalty rule): PASS (21-0-3, 100%) AMENDMENT SEVEN (Overusage penalties): PASS (14-6-4, 70%) AMENDMENT EIGHT (Draft order): FAIL (12-7-5, 63%) AMENDMENT NINE (Playoff player usage): FAIL (7-14-3, 33%) AMENDMENT TEN (Goalie usage): FAIL (8-13-3, 38%) ************************************************************************** 2006-07 REGULAR SEASON LEAGUE STANDINGS: NORTHEAST DIVISION GP W L OL SL Pts Pct GF GA Home Road Brooklyn Fourteenth 82 52 26 1 3 108 0.659 273 218 33- 7- 1- 0 19-19- 0- 3 Lyndonville Blades 82 44 32 2 4 94 0.573 287 254 24-17- 0- 0 20-15- 2- 4 Corner Creek Green Cal 82 39 37 2 4 84 0.512 266 286 24-13- 2- 2 15-24- 0- 2 Buffalo Bulldogs 82 38 38 4 2 82 0.500 274 288 25-14- 0- 2 13-24- 4- 0 Long Island Berserkers 82 29 42 4 7 69 0.421 243 296 16-19- 2- 4 13-23- 2- 3 New York Lancers 82 27 43 4 8 66 0.402 199 275 17-19- 2- 3 10-24- 2- 5 ATLANTIC DIVISION GP W L OL SL Pts Pct GF GA Home Road St. Michael's Privatee 82 53 26 0 3 109 0.665 257 229 32- 8- 0- 1 21-18- 0- 2 Manayunk Bullies 82 46 23 5 8 105 0.640 251 220 20-12- 3- 6 26-11- 2- 2 Florida Hellcats 82 38 39 0 5 81 0.494 243 246 21-16- 0- 4 17-23- 0- 1 Quebec City Patriotes 82 34 37 3 8 79 0.482 267 318 19-16- 1- 5 15-21- 2- 3 Montreal Wanderers 82 32 42 3 5 72 0.439 242 299 22-18- 0- 1 10-24- 3- 4 Stone Harbor Sound 82 24 53 1 4 53 0.323 181 298 10-31- 0- 0 14-22- 1- 4 NORTHWEST DIVISION GP W L OL SL Pts Pct GF GA Home Road North Calgary Hawks 82 58 16 2 6 124 0.756 331 216 31- 7- 1- 2 27- 9- 1- 4 Seattle Rainiers 82 56 23 0 3 115 0.701 359 245 32- 9- 0- 0 24-14- 0- 3 Fort Garry Fiddler Cra 82 53 26 1 2 109 0.665 282 217 31- 9- 1- 0 22-17- 0- 2 Vancouver Whitecaps 82 47 27 3 5 102 0.622 272 255 26- 9- 2- 4 21-18- 1- 1 Seattle Sasquatch 82 39 37 4 2 84 0.512 246 277 21-16- 3- 1 18-21- 1- 1 Nevada Thunder 82 36 38 3 5 80 0.488 221 245 16-21- 1- 3 20-17- 2- 2 CENTRAL DIVISION GP W L OL SL Pts Pct GF GA Home Road Houston Outlaws 82 56 16 4 6 122 0.744 342 205 31- 4- 1- 5 25-12- 3- 1 Capital City Cougars 82 54 23 1 4 113 0.689 317 228 31- 9- 0- 1 23-14- 1- 3 Hampton Roads Hounds 82 51 28 1 2 105 0.640 270 221 29-11- 0- 1 22-17- 1- 1 Pittsburgh Sound Chase 82 36 38 4 4 80 0.488 227 261 21-16- 2- 2 15-22- 2- 2 Topeka Tarantulas 82 26 46 2 8 62 0.378 205 314 13-22- 1- 5 13-24- 1- 3 Minneapolis Massasauga 82 16 55 6 5 43 0.262 194 338 8-29- 2- 2 8-26- 4- 3 ************************************************************************** 2006-07 EXPANDED LEAGUE STATISTICS: EXPANDED STATISTICS Total Home Road TEAM REG OVT SHO REG OVT SHO REG OVT SHO Brooklyn Fourteenth 49-26 0- 1 3- 3| 32- 7 0- 1 1- 0| 17-19 0- 0 2- 3 Lyndonville Blades 36-32 4- 2 4- 4| 22-17 1- 0 1- 0| 14-15 3- 2 3- 4 Corner Creek Green Calv 35-37 0- 2 4- 4| 22-13 0- 2 2- 2| 13-24 0- 0 2- 2 Buffalo Bulldogs 31-38 2- 4 5- 2| 20-14 2- 0 3- 2| 11-24 0- 4 2- 0 Long Island Berserkers 22-42 0- 4 7- 7| 13-19 0- 2 3- 4| 9-23 0- 2 4- 3 New York Lancers 21-43 2- 4 4- 8| 12-19 1- 2 4- 3| 9-24 1- 2 0- 5 TEAM REG OVT SHO REG OVT SHO REG OVT SHO St. Michael's Privateer 45-26 3- 0 5- 3| 27- 8 2- 0 3- 1| 18-18 1- 0 2- 2 Manayunk Bullies 37-23 3- 5 6- 8| 17-12 0- 3 3- 6| 20-11 3- 2 3- 2 Florida Hellcats 29-39 2- 0 7- 5| 17-16 2- 0 2- 4| 12-23 0- 0 5- 1 Quebec City Patriotes 27-37 1- 3 6- 8| 15-16 0- 1 4- 5| 12-21 1- 2 2- 3 Montreal Wanderers 26-42 3- 3 3- 5| 19-18 2- 0 1- 1| 7-24 1- 3 2- 4 Stone Harbor Sound 19-53 2- 1 3- 4| 6-31 1- 0 3- 0| 13-22 1- 1 0- 4 TEAM REG OVT SHO REG OVT SHO REG OVT SHO North Calgary Hawks 49-16 6- 2 3- 6| 25- 7 4- 1 2- 2| 24- 9 2- 1 1- 4 Seattle Rainiers 48-23 4- 0 4- 3| 27- 9 3- 0 2- 0| 21-14 1- 0 2- 3 Fort Garry Fiddler Crab 43-26 1- 1 9- 2| 23- 9 1- 1 7- 0| 20-17 0- 0 2- 2 Vancouver Whitecaps 39-27 3- 3 5- 5| 22- 9 1- 2 3- 4| 17-18 2- 1 2- 1 Seattle Sasquatch 28-37 4- 4 7- 2| 17-16 3- 3 1- 1| 11-21 1- 1 6- 1 Nevada Thunder 26-38 6- 3 4- 5| 11-21 3- 1 2- 3| 15-17 3- 2 2- 2 TEAM REG OVT SHO REG OVT SHO REG OVT SHO Houston Outlaws 49-16 3- 4 4- 6| 29- 4 1- 1 1- 5| 20-12 2- 3 3- 1 Capital City Cougars 45-23 4- 1 5- 4| 26- 9 2- 0 3- 1| 19-14 2- 1 2- 3 Hampton Roads Hounds 45-28 3- 1 3- 2| 23-11 3- 0 3- 1| 22-17 0- 1 0- 1 Pittsburgh Sound Chaser 29-38 3- 4 4- 4| 18-16 2- 2 1- 2| 11-22 1- 2 3- 2 Topeka Tarantulas 20-46 1- 2 5- 8| 10-22 1- 1 2- 5| 10-24 0- 1 3- 3 Minneapolis Massasauga 13-55 0- 6 3- 5| 6-29 0- 2 2- 2| 7-26 0- 4 1- 3 ************************************************************************** INCENTIVE POINTS: Incentive points are not discretionary, and are assigned strictly per formula without respect to extenuating circumstances.
