Both are much appreciated! ********************************************************************* CON(STITUTION) JOB: As of the release of this newsletter, the discussion phase of the constitutional process is now complete. Team owners now must vote between now and July 25. Note that team owners *must* vote. For each measure, you may vote yes, no, or abstain. Please send all ballots to Patrick Shea and myself. If you have already sent a ballot, please resend. 1.2.1 MODIFY CONSTITUTIONAL AMENDEMENT PROCESS (Vote Y/N) If an owner votes positively for a set of proposals, he must select only one of the alternatives. For any proposal to pass, it must receive the current required 2/3rds majority of the non-abstentions. In addition, only one of a set of mutually exclusive alternative proposals can pass, as determined by a simple majority (most positive votes) among all the alternatives. A run-off between the top two vote getters will be held if no solution receives fifty percent of the league votes. 1.3.3 Dispersal and Expansion (Vote Y/N) When we lose an owner, we go through Dispersal. 1. Length of Dispersal is 1 round, plus 1 round for each team being dispersed. With each team drafting in exactly the same position they would draft in for the annual September entry draft. No trading of picks is allowed. 2. All remaining players go into the annual September draft. 3. The dispersal draft shall be held before any expansion draft (replacement or expansion). 4. If there are replacement or expansion teams for the dispersed team they pick in the dispersal draft at the front of the list, randomly drawn in the case of more than one expanding team. Replacement or Expansion; they shall be handled the same way. 1. Each team will be required to put forth a list of protected players; The two possible protection schemes are as follows: i. 5 Defensemen, 9 Forwards and 1 Goalie ii. 3 Defensemen, 7 Forwards and 2 Goalies Draft Exemptions: A. All players originally drafted in the last two (2) entry drafts are exempt from expansion or replacement. B. Goalie Loss: If a team loses a goalie in expansion/replacement, and there is an expansion/replacement draft the following season, their goaltenders are exempt for that expansion draft. D. No team may lose more than 1 goalie in an expansion/replacement draft E. No team may lose more than 1 defenseman in an expansion/replacement draft. F. No team may lose more than 3 forwards in an expansion/replacement draft. iii. All players not taken in Expansion/Replacement are returned to their original team. iv. Expansion/Replacement teams get to draft up to 25 players. The first team chosen get to chose which draft he picks first in, the second player chosen gets second choice for 1st pick and if there are 3 teams the 3 player picks first for the remaining draft. If there are 4 teams, the player that didn’t pick first, gets the 2nd pick in each of the 3 drafts. 2.2.1 POSTSEASON NETPLAY (Vote Y/N) All post-season games must be played head-to-head. The preferred method is Net Play, but it can also be via NetMeeting or another mutually-agreed upon internet platform. If a manager is unable to play head-to-head, he may appoint another manager. 3.1 REDUCTION OF ROSTER SIZE (Vote Y/N) Roster sizes will be reduced six players per team from to 30. 3.3.1.1 DRAFT DAY TRADES TRADES (Vote Y/N) On the day of the rookie draft, no trades may be announced from 12:01 am Eastern time until the conclusion of the draft. During this period, teams may still agree to trades involving picks in that day's draft; however, if an agreement includes such a pick, the team that owned this pick at 12:01 am of draft day must make the player selection or designate another team to select a player. 4.1.1 ELIMINATION OF INJURIES (Vote Y/N) 1) Abolish usage of the NSHL injury system. 2) During the regular season, all players are limited to 100% of their actual games played.3) During the playoffs, all skaters are limited to 100% of their actual games played; goalie usage is covered by existing parts of the constitution.4) Retain the game-engine setting of NOT using injuries. 4.2.2.1 POSTSEASON GOALTENDER USAGE (Added 2009) This would eliminate loopholes which could be exploited as it is currently written. 1- There are no limits on Goalies rated 5+. 2- A goalie rated 1 or 2 cannot play a game, either as starter or backup. 3- A goalie rated 3 or 4 can start a playoff game under two conditions: a) He starts the first game of the playoffs and he plays until he reaches his special fatigue rating (SFR: See Point 4) b) He starts the game AFTER another goalie of his team reaches his own fatigue rating (or SFR if less than 5) and can play until he becomes fatigued again. 4- The special fatigue rating (SFR) is faced when a goalie rated less than 5 allows 4 goals or more in a game, excluding overtime (instead of the 6 of the regular fatigue rating). A goalie reaching his SFR can finish his game, but has to sit until the conditions in Point 3b are fulfilled. 5- In the playoffs, a goalie change can occur only in case of fatigue. 5.1.1 REDUCE LENGTH OF WAIVER DRAFT (Vote Y/N) The NSHL waiver draft will last two rounds rather than four. 5.1.1 ELIMINATION OF WAIVER DRAFT (Vote Y/N) The NSHL will return to a single draft involving all eligible players (first-year players and players formerly on NSHL rosters). 5.1.2 ELIMINATION OF PRE-DRAFT ROSTER CAP (Vote Y/N) Teams will no longer be required to cut players to a prescribed maximum one month prior to the annual entry draft. 5.1.3 IMPLENTATION OF 5.1.1 & 5.1.2 (Vote Y/N) In the event that either of the previous three proposals passes, they will take effect immediately. 6.1 COMPUTER MANAGERS (Vote Y/N) All CMs and league files are required to be posted to the yahoogroups files section rather than be e-mailed to opponents. 8.6 ELIMINATION OF SHOOTOUT (Vote Y/N) The NSHL will no abandon the use of the shootout. 8.6.1 No shootout option (Vote A or B) A.) 5 minutes of 4-on-4 Overtime will follow any regular season NSHL game that is tied after regulation. Each team is awarded one standings point. If a goal is scored during overtime the winning team is awarded a second point. If there is no winner in that overtime period the game is called a tie and no further standings points are awarded. B.) If the score is tied after regulation time has expired the NSHL will play sudden death overtime, teams will skate 5 skaters and a goalie each at full strength and periods will last twenty minutes or until a goal is scored. Abolish any ties and no points awarded to the loser. All we would have are wins and losses. One point for a win and zero for loss. You must vote on both whether to amend (8.6) and an option(8.6.1) irrespective of whether you voted Yes or No on 4.2.2.1. If 2/3 of the league approve a change to this rule, we will use the option voted for in Prop 8.6.1 8.6.1 will be determined by whichever option receives 50% of the vote.
